Promotion of 5th grade students

According to the Duval County School Board-
Promotion of students in grade 5 is based on the following:
1) teacher judgment that the student has met Sunshine State Standards/ New Standards Performance Standards as indicated by a final grade of D or above in reading, math, and science, and
2) a grade of D or above in either language arts or social studies (See Appendices A and B.), and
3) at least one of the following performance criteria in reading as defined by Board Policy:
a. Score a Level 2 or above on the statewide FCAT Reading SSS Assessment Test, or
b. Score at the 25th percentile or above on the FCAT Reading NRT, or
c. Meet all student portfolio requirements, or
d. Score at or above the 25th percentile on a state-approved norm referenced reading test or meet all student portfolio requirements and also meet the attendance requirements at the District Summer Reading School.
NOTE: Any waiver of the 5th grade attendance requirement for District Summer Reading School must be approved by both the principal and the Chief Officer, K – 8. Should the waiver of attendance be granted, the student is required to take the summer reading school state-approved test and must score at the required competency level.
If these performance criteria are not met, the student must be retained. The School Board may exempt a student from mandatory retention for good cause as stipulated in Board Policy. Good cause exemptions for students in grade 5 shall be limited to the following:

1) Limited English Proficient students who have had less than two years of instruction in an English for Speakers of Other Languages (ESOL) program, or
2) Students whose (T)IEP indicates they will take FCAT and are following General Education Standards for all academic subjects must have received reading remediation for more than two years and have been previously retained students, or
3) Students whose (T)IEP indicates they will take FCAT and are following modified General Education Standards (special standards) or Alternative Curriculum (special standards) for one or more academic subjects.
